      1. environmental methods

3. establishes a minimum of one of the following safe practices and application methods for pesticides to minimize occupant exposure:
   1. target spray/prohibit aerial spraying to reduce drift to surrounding areas
   2. establish off-peak hours for application
   3. notify all regular occupants of pesticide use
