To support high-performance, cost-effective outcomes through an early analysis of the interrelationships among city or community systems.
Use inter-disciplinary teams and at a minimum ensure the following processes are followed: 1. Comprehensive Plan
Develop a comprehensive plan for the city or have a plan which is adopted, reviewed, revised or updated within the last five years that establishes a clear vision and strategy for the future.

Assemble and convene an interdisciplinary and cross-departmental team. Include team members from at a minimum three of the following areas of expertise:
- Development Authority
- Urban / Master Planning and Design
- Engineering – Energy and Power; Hydrology; Transportation; Waste
- Economic Development
- Urban Ecologist, Biologist or Landscape Architect
- Construction Management
- Human Services
- Education / School Board
- Sustainability / Resilience Officer
- Data Officer / Information Technology
Soon after formation of LEED team, conduct at least two workshops to assess and develop the following:
- Gap Analysis: Assess the existing status of the city or community against the parameters mentioned in LEED prerequisite and credit requirements. Develop a gap analysis report.
- LEED Goal Setting and Roadmap: Develop a strategic roadmap for the city to achieve the goals set out under LEED for Cities and Communities rating system. Create an action plan that identifies the targeted LEED rating, the credits that have been selected to meet the targeted certification level and the entity accountable for meeting the requirements for each selected credit.
